Positioning tooltips and popovers can be challenging, but Popper simplifies the task.
Given a target element—such as a button—and an associated tooltip element that describes it, Popper automatically places the tooltip in the correct position relative to the button.

Popper handles any UI component that detaches from the document flow and appears near a target element. While tooltips are the most common example, this includes popovers, drop-downs, and other similar components. All of these can be generically referred to as “popper” elements.
